Hartree is major development at the centre of the North East Cambridge Area Action Plan (NECAAP), a planned low carbon district between Cambridge North station and Cambridge Science Park. ECF are working with U+I and TOWN, the master developers of the Core Site. The site consists mostly of an Anglian Water Waste Water Treatment Plant, with plans for 5,600 homes as well as shops, workplaces, education, community and leisure facilities, and open spaces across 48 hectares of brownfield land. With multiple partners involved, the process of designing communications and engagement materials has been complex, and required some stakeholder management skills to ensure success.
We were able to add considerable value to the project through an in-depth approach providing deeper insights into community feeling than conventional methodologies. Drawing inspiration from citizen’s assemblies, we assembled a focus group, with support from the Sortition Foundation. The group demographically represents the surrounding area of the Hartree site and was named the “The Ideas Exchange”. The purpose of the group is to provide a platform to discuss the emerging work for the project with local people, who are not representative of a group or forum, through a series of conversations over a prolonged period of time. The project is still ongoing, with our work generating a significant public response and receiving positive client feedback
Station Quarter, Peterborough Council, Peterborough
The Peterborough Station Quarter Project aims to create a great point of arrival and place to be for Peterborough on both the East and the West sides of the station. Peterborough has been identified as a ‘Priority One’ area in relation to the Government’s Levelling Up Agenda and as such has been awarded funds to regenerate this crucial gateway to the city. This project provides an opportunity to capitalise on the connectivity that the station offers, alongside the wider regeneration plans of the public and private sector, by investing in the PSQ area to improve the customer experience and accessibility of the station, unlock underutilised surface car parking land for development and enhance this key gateway.
ECF has planned a through programme of stakeholder engagement featuring pop-ups, stakeholder workshops with disability groups and in schools, and innovative approaches such as Hello Lamp Post. Input from this will have a real impact on the final design and layout of the scheme, as the plans are at a relatively early stage. While the consultation was originally due to commence at the beginning of July, the announcement of a UK general election caused the clients to revise this back to mid-August.
This meant that we have had to adapt our programme and engagement strategy to a new schedule, but are all set to go ahead with a six week consultation concluding at the end of September.
Cambridge Civic Quarter
The Cambridge Civic Quarter project is currently at an early stage, proposing an ambitious vision to revitalise and seamlessly connect key landmarks in the city. This initiative aims to reforge the area into a dynamic hub by enhancing accessibility, utility, and attractiveness, thus reinstating the heart of Cambridge as a central point for community interaction and cultural engagement. Sustainability and inclusivity are central to the early proposals, with ambitious goals to reach Net Zero carbon emissions and to weave green, accessible public spaces throughout the Quarter. These efforts are designed to align with Cambridge’s broader environmental commitments and its dedication to creating spaces that are accessible and enjoyable for all.
As these proposals are refined and developed towards RIBA Stage 2, extensive stakeholder engagement is planned. This will ensure that the insights and opinions of local businesses, residents, and institutions are incorporated into the evolving design. This collaborative approach aims to foster a shared vision and ensure mutual benefits from the redevelopment.
